Majlis Pengakap | The Scout Council
Pergerakan Pengakap merupakan satu-satunya organisasi belia di dunia yang memupuk sikap dan kebolehan memimpin dari satu umur yang kecil melalui sistem Ketua Enam Sekawan semasa di seksyen pengakap panak-kanak sehinggalah sebagai Pengerusi Eksekutif Krew di peringkat pengakap Kelana. Namun itu, timbul keperluan juga untuk mempunyai sebuah sistem kepimpinan dan sokongan dewasa yang dapat membantu Pemimpin Kumpulan (Scoutmasters) dalam mentadbir dan menyelaraskan pengurusan, baik di peringkat Kumpulan, Daerah, Negeri ataupun Kebangsaan.
Oleh itu, dokumen Dasar, Organisasi dan Peraturan Persekutuan Pengakap Malaysia telah memperuntukkan untuk sebuah Majlis Pengakap dibentuk bagi setiap peringkat yang tersebut di atas, supaya pengurusan pentadbiran dan kewangan pergerakan dapat dijalankan dengan telus dan teratur. Di Daerah Titiwangsa, penubuhan Majlis Persekutuan Tempatan Pengakap Daerah telah diluluskan oleh Pesuruhjaya Pengakap Negeri WPKL pada tahun 2006, dan mesyuarat Agungnya yang pertama akan bakal diadakan pada bulan Januari 2007. The Policy, Organisation and Rules of the Scout Association of Malaysia provides for the formation of Scout Councils in locations and groups where a Scout District of Group has been registered. The purpose of this council is to provide administrative and financial leadership at the District and Group levels, as well as to allow for the participation of adult lay members of the Scout movement (non-uniformed members). The Council is responsible for the submission of returns to the Scout Headquarters, and to manage all funds belonging to the District or the Group.
The Titiwangsa District Scout Council was authorised for formation in 2006, some 14 years after the District was registered as the 191st Scout District in Malaysia. There were previous attempts to activate the council but due to a lack of support from potential candidates, it did not manage to take off. A pro-tem Council was authorised but due to its temporary nature, no Council Chief was appointed until October 2006, when the Member of Parliament of Titiwangsa, himself a former KL scout, agreed to helm the Council for a term of two years effective from January 2007.
